They let you make custom spells in Oblivion, so long as you were an Apprentice or higher in the Mages' Guild.
And Todd has good taste in gaming, by the way.

But I guess thats fine. I never really made spells because I never found Mage characters to be fun.

So long as item enchants are in there, ill be fine.

There'll be a more in depth process of enchantment, they're bringing back the skill for it.

Spell crafting usually just led to exploiting.
I'm glad it's out, enchanting is better.

That's the players fault if they exploit it, they're just making the game less fun, and regardless they payed for it.

It didn't have to be so easy to exploit like oblivions, Bethesda could have hammered out most if not all the exploits.
