1. fawkes makes the game too easy, charon can die but he's still a strong companion
2. you get fawkes after you blow up the enclave base

If you released him from vault 87 and meet up with him after Raven Rock, you'll find him at the Underworld entrance, the Museum of History.

I should clarify that Charon's my favorite, there isn't really any best.
