How come everyone but you can wear power armor?

I'm going to get Fallout: New Vegas today, and a DLC next week. Which should I get?
I'm leaning towards Honest Hearts, but I have a small question. I read that it adds weather to the game. Is the weather just in the DLC or the whole game?

Honest Hearts is the same as Mothership Zeta or any of those types of DLC, once you start it, you can't stop.

I've rented the game before and have two characters. Or does it start the DLC when you load a save?

You have to go to some cave north of New Vegas and leave all your stuff. Once you go in, you can't get out until it's over.

I'd suggest getting old world blues, it sounds hilarious.

Come to think of it, VATS is very helpful when I'm sneaking in a big dark chamber, like a metro station, and and I to know where my enemies are.

not sure, but you should knock honest hearts over and get old world blues.
it gives you some amazing perks when you start it, it's got a great story, and there's some pretty awesome weapons.
How come everyone but you can wear power armor?
NV: once you get to new vegas and spoilerstake it over, then you have to go to all of these factions and make friends or foe with them. i started with the BoS; after completing the last quest for them, "Still in the Dark", you can get power armor training from the elder.
F3: go through the main story line and you'll figure it out.
