You're forgetting that for like 50 years people couldn't even go outside without dying. And then you need to assume that the majority of survivors came from vaults which all opened at different times.

One of the computers talks about a guy surviving in a cave in Honest Hearts. Also you played the first Fallout, Old Harold talks about how his vault opened about 15 years after the bombs fell. It is also mentioned that were people who weren't even in a vault and survived.

Ever wonder how those bikes in Goodsprings look like they could still work?
