I got it from NCR rep not from the quest.
I haven't even entered the strip yet.

You receive this from an unnamed NCR Ranger at a random location when your Reputation with the NCR becomes Accepted or higher. If you are disliked in anyway by the NCR you cannot receive this item.

as far as I'm aware, nothing
maybe it's the Mark of Caesar that he gives you, I don't remember where I got it

But it doesn't really do anything but open up some dialogue option when getting to him.
