The cubs probably follow the mother around. You can force them apart if you cage/restrain the cubs.

Oh god, my poor dwarves. :(
They are reduced to hunting vermin for food.
I wasn't able to start my farm for a while because the water I flooded into the chamber was taking a while to die down. Now my dwarves are busy hunting vermin and aren't constructing a farm plot.
