I believe that everyones' soul is recycled, by a team of gods that were once dinos. When the meteor struck, the recycle system wasn't in place. As such, these gods trained for ages, and eventually they started recycling. All of the dinos' souls were reincarnated, as randomly picked beings. That cycle continued, for eons, and it is still in place today. Everyone who dies goes to heaven, for recycling, and are reincarnated as a randomly picked animal or human, or even an insect.
