if I couldn't run the game at high settings I wouldn't have bothered getting it for the pc. Most good mods, regardless of whether they are graphics mods or not, make the game run a little slower.
So if my pc couldn't handle mods, I'd rather get the console gaming experience of sitting on a couch looking at the tv.
