Also, if this is just in New York then does that mean you will be imprisoned if you live in New York, the person you're bullying lives in New York, or only if both of you live in New York?

this is loving ridiculous. IMO if a kid kills himself because of cyberbullying, that's cyberbullying on the loving internet, where you can block, hide, and ignore basically anyone, the parents should be fined for raising a piece of stuff.

This is a pretty good law.
If you're discriminating someone for being, for instance, gay, you're making them feel more like stuff than they probably already do.
Here's a loving solution, that people in this thread aren't realizing: Just don't be a discriminatory and hurtful douche to people.
