This is not possible, as explained hundreds of times before.
If you're afraid of your builds getting stolen, make a gallery topic about it. That way, noone can claim the build as theirs.
I don't see why people are afraid of their builds getting "stolen" though. I like it when I see my builds on other peoples servers.

It's because how bricks work. If this was made, the clients in your server would not be able to see or interact with any bricks because their Blockland clients do not have the data.

Listen up noobs, saving is here to stay.  If you can't handle someone else playing with your build, grow the hell up.

I will make a gallery topic once it's done, but you know there's gonna be that 1 person that starts a whole riot wanting me to post he bls so they can 'explore and examine every detail' of my 'excellent effort and skill' and soon the whole topic will turn into everyone posting ".bls plox". Besides, whenever I see something awesome in the gallery I want to at least explore it, even if I don't get to keep it for RP's later. I also like the idea of "bragging rights" and that's something that is a lot easier to do ingame than in a forum with nothing but a few pictures. And the idea of "exclusive" and "VIP only" is also an idea I like to practice.

But I've noticed that when you save a build, it says something along the lines of "sending save request". So maybe a server script could harness that and make a dialog box requesting permission from the server host?

Dude no. Badspot dosen't want you interfering with the load and save features. Its here to stay. If you don't want people stealing your oh so precious builds then build it on your private server and don't show it to anyone at all. Its as simple as that.

If I recall correctly, it was only for requesting event data.
I could be wrong. Regardless, not something you want to mess around with.

No. It will not happen anytime soon because it cannot happen. It is impossible. This has been suggested at least once a month for the past few years. And every single loving time the answer is the same.

If people ask for the save, just say "no". It's as easy as that. I've never seen a "riot" over .bls-files.
 The only way you can prevent people from stealing your builds is by not hosting at all. And where's the fun in that?

EDIT: the bolded sentence is kinda paradoxal.
Also: you haven't posted a single gallery topic, how would you even know?
