Open up your case and look on the side of the PSU. It should have the wattage, brand and model.
I will need to know the wattage and model so I can tell whether or not it will support it.
Are you sure that your mobo has 4 PCI-E slots? What is your motherboard model? It is rare unless you bought a high end mobo.
It looks like your case is a micro ATX. To be sure whether or not it would fit a 6850, I'd definitely measure the length parallel to the top PCI-E lane, from the rear PCI brackets to the nearest thing opposite.
The ports have PCI E1/E2/E3/E4 written next to them on the motherboard. It was a very expensive computer, but the video card is kinda shoythey (and I want to loving play skyrim)

Does a Case purchased off the Internet have a Bootloader installed? (Or if Im using incorrect terminology, Im talking about the power button)

Yes, it will have all the buttons. And a bootloader is what runs after you turn your computer on to start or allow you to select the operating system you want to load.

ASUS is a pretty good brand.  They make some nice quality stuff.

I read really good things about the crucial one but it has a lot lower write speeds than the ocz one

come to think of it an SSD would be nice..

I have a Z68 board, if I want to take advantage of SRT technology is it as simple as mounting the SSD, or will I have to reinstall windows?

AMD seems like good for budget builds like $500 and such, but then Intel keeps on calling to me. Main reason is, when I have upgrade options in the future, I won't be able to upgrade to 2500k with AMD :/

at 500 I would definitely stick to amd

All cases should have a power button, unless you really cheap out then they will probably conveniently forget it.
Bootloader is where you boot your machine and have more than one OS installed. It lets you choose one.

Really, either or.
They are both AM3, the ASRock has a later chipset, but some people consider ASRocks low end components lower quality.
