Walked around Kodlee abit. Messed with the chat. Seems that the initial delay is 40 seconds, after which would be reduced to anywhere between half a second and 10.

what is this guy's major malfunction

Word is the server will be reset on 1.7 update because of "chunk border issues". I hereby volunteer to repair and smooth out all odd chunk borders if it will prevent a reset.
