Because then you'd be expecting it. That episode was shown through Annies eyes. Willing to bet that next episode goes in and explains it all.

It's never really explained completely, but if you want to know who they were (highlight for spoiler) They were plainclothes members of the military police .

in the manga it was a bit more difficult to discern what with no color and her nose being different
