Ok great!  Each year (24 hour time period) I will post how much Kemral was made for each country in my country plans post.  Just add that to your country page and use it for trading and etc.

Utah's plans/progress for this year:

Progress in the pipelines has been halted for the time being.  Some mutants must have found a way in through another pipe in some other state.  We have sent militia through the pipes in an attempt to close off the open pipe. 

Brine shrimp production is doing even better then expected.  All of our citizens are very well fed.  Scientists have started to develop a way to better store the excess brine shrimp.

Farms aren't doing great for the first year.  Mutated bugs got into a fourth of the country's crops.  Rumors have spread of a farmer who has invented a pesticide to prevent the pests from ruining the crops.

Mines are doing great.  We have begun a more advanced mine cart system to become more efficient.

Firearm factory is complete.  We have 3 prototype guns that are being tested before mass production.  Our Auto factory is having difficulty developing new cars.  They are able to fix old cars, but it  costs far too much for the average citizen.  We have begun a second auto factory/laboratory to make it more cost-efficient.

The raiders have been unable to get through our wall.  We worry it is only time before they figure something out.

We've encountered a small dictatorship in California.  The citizens live in fear.  We have sent military over to take down the dictatorship.  We have begun a draft to get more troops for the cause.

War - Resolving  armed conflict in the wasteland.
   Now that things are heating up, it's about time I explain the war system. Each side(s) will post the amount of forces taking participation in the battle, their training, etc. Weapons are not important. A mediator (usually me, sometimes a neutral country incase of conflict with my country) will determine the probabilities of both sides winning. There are a few types of resolutions to a battle (not wars. You may have won the battle, but not the war.) You can role-play out the battle/war as you go.

VICTORY/DEFEAT SCALE for BATTLES.
The more troops you put into a battle means there is a more likely chance of success, but means more casualties.

Major Victory - This results in a major loss for the opposing side. The other side is completely eradicated, with the surviving troops, if any, captured. The winner only loses 1/20 of his/her/it's army. The loser's morale is crushed. The winner's morale is at it's maximum point.

Victory - This results in a loss for the opposing side. The loser loses 1/4 of his troops in the battle, the rest retreating to fight another day. The winner loses 1/14 of his/her/it's army. Morale for the winner increases. Morale for the loser decreases rapidly.

Minor Victory- This results in a minor loss for the opposing side. The loser loses 1/8 of his forces. The winner loses 1/10th of his/her/it's army. Moral for the winner increases slightly, morale for the loser decreases slightly.

Stalemate - Nothing is gained, nothing is lost but men. Each side loses 1/12 of their forces. Morale on both sides deceases.

Ultimate Stalemate - This stalemate means that neither sides can break each other until something twists the tide of the battle. Both sides dig in and lose 1/16th of their forces each year.

Minor Loss- Loser loses 1/8 of his forces. Loser's morale decreases slightly.

Loss - Loser loses 1/4th of his forces. Morale decreases.

Major Loss - Loses loses all of his forces in the battle. Morale is crushed.

The citizens of New Ohio are sending out a plea for help! The mutants and gangs of downtown Columbus's ruins have stormed our residence! The few of us that remain are sending this message out on a couple of radio frequencies, please ... please send troops! The mutants are getting closer, I can hear them outside, they're sniffi-- *Large bang, as if wood is being broken forecefully, occurs in background.* Oh God! They've broken through--

21:00, Columbus, New Ohio.

   Chicago Phoenix troops stealthily walk along the parapet of the ridge overlooking Columbus, as the screams add crying continue throughout the night. The men, 32 in all, rooster their guns and get ready for battle. Wearing Chicago Phoenix uniforms, which consist of a fabric uniform with a small plate of steel, they silently invade the town, staying out of sight.
   The entire army was split into 4-man platoons, with each of the platoons invading the outer four sections of the city. It was overrun with mutants and gangs, who pillaged and killed without any control or leadership. As they approached the Main Hall, they could hear the voices of frightened people inside. It was still dark, and they set up defensive positions in the shade.
   When dawn came, things had calmed down. Most of the populace who had been trapped outside the barricaded hall had been killed. The troops had set up positions with what the had, mostly rubble and dead bodies. The gangs and mutants noticed them, and united together for a minute to destroy the interlopers.
   Chicago Phoenix held their ground, and fired into the crowd of 42. The hunting rifles ripped a line through their ranks, killing many men, but few mutants. The opposing forces returned fire, killing some of the defenders before retreating themselves. The victory, although minor, gave the troops a foothold in which to set up camp. Most of the townspeople had been saved inside the hall, which boosted Phoenix's morale. 37 gang members walked away, and 3 Phoenixes were sent back in bodybags.

Sounds good.  Can we get a morale example too so we can add it to our country post?

And what about battles vs non-players, such as mutants, or in my case, the small dictatorship in California.  Who plays for the RP fight?  And how is ultimate victory/stalemate/loss/etc decided?

Utah has sent troops to New Ohio through the clear part of the pipeline.  They will not be able to reach you for about 4 months..  We can help hold down the area if the conflict is resolved by the time we get there though.

New Mexican Daily:

The Military has been increased.

Farms are producing extra food, and we're exporting it to surrounding nations.

The borders are heavily patrolled with outposts every 100 miles.

We're responding to the call for help by deploying 250 New Mexican troops, they should arrive whiten the month.

They were like the very refugees they were sent to protect.
Thomas and his squad were part of the Phoenix expedition force, send a month ago to defend a city called Columbus. They had traveled through a convoy in what is now called the Railroad, and arrived tired and hungry. While most of the army had recovered from that hardship, he and his squad didn't. Most of them felt homesick, wanting to get home to their families.
   It was horrible, the slaughter. His platoon had been sent in to clear out the Northern District, where the intel was shaky and the local uncooperative. Not knowing what led ahead, they walked right into a ambush- and got slaughtered. He and his squad were now trapped in a small building, while his comrades were dying slowly outside.
   The screams were piercing. Every scream of a dying man killed them slowly, not physically, but mentally. they were collapsing, vomiting, wishing to die. There was no choice, go out there or starve to death. It took a day to make the decision, and it was quickly made after John blew his brains out. They were going to run for it.
   They door cracked open. After days in the dark room, the sunlight blinded them. They rushed out, firing at every figure in sight. Lawrence was torn to shreds, and Craden was plastered over the wall. In time, Thomas was the only one left. It was 11 mutants to one. He threw down his weapon and surrendered, even though he had a full clip and undamaged body armor. He simply did not care. Let death take me, It would be a better fate, he thought.

(Morale example. The will of the remaining troops was broken by a Major Defeat.)

When you take casualties, subtract it from your population. I was tired of stuff by people in other Earths having the same population after a nuclear war that should've eradicated half of their population.

CHICAGO GAZETTE
PLAN REPORT


     The work on the "Railroad" has been completed. Our portion uses a medium gauge of rail, completed with refurbished diesel trucks refurbished inside the reclaimed Ford factory. Gathering the materials to make new cars has proven a challenge. It culminated in a small town that is approx. the middle of the USA, which will act as a hub for all "Railroad" transport and trade. We agree to use the Kemral, but we will have our own national currency- the Mark.

     The weapons factory has been created, and is now churning out salvaged weapon blueprints for our soldiers to use. While these are just placeholder guns to quickly arm our military and give practice to our machinists, our top gunsmiths are designing a military standard rifle that will be unique and will be one of the symbols of Phoenix's presence.

     While most of the crops have failed due to mutated seeds and radiation contamination, the potato crop seems to have survived, and even thrived, in the radioactive climate. Potatoes have grown abnormally large, and seem to have better nutrition content than non-irradiated strains. The level of radiation in the potatoes is also unusually low, leading some to believe they act like government radiation reducers, which are rare and highly prized.

     We have sent troops over to New Ohio to act as a peace-keeping force. They are going to fight against homicidal mutants, who like nothing but pillaging and murder. They will go with our newly machined guns and armor. Godspeed.

     The mining operation has taken a turn for the better, as the amount of coal and iron found in the mines are bigger than predicted. There was even bigger news, as oil was discovered in the slightly radioactive flats. Miners clad in lead radiations suits will be able to drill for oil with no effects, officials say. The oil will be saved and used at a opportune time, such as when we find a military installation.

     Power has been restored to most parts of Chicago, officials say, when we discovered the coal mine. The coal taken from the mine allowed our scientists to get a power plant back up and running, illuminating the city in a orange glow. This coincides with a decrease in nighttime crime, for what it's worth *snicker.*

This-- this-- ... we ... under attack from mutants ... no more than-- ... did a headcount, one hundred and fifty-- ... abandoning Ohio to ... we won't last long!-- They're in the build-- breaking down doors ... we hear them downstairs ... only fifty floors in the tower we're hiding in ... three have jumped out windows --- casualties ...

The New Mexican troops arrive in the dead of night on the outskirts of the New Ohio town. They garrison inside of a well kept four story building. There is just enough room for everyone to fit their gear, and sit down. The men rest, and say their prayers because they know, at dawn, they face the mutant menace.

This is getting good. :P
