Tharsha launches its two shuttles into space one is carrying the main module. After orbitting the planet and mapping out a good area to deploy with the least amount of orbital debris,
Each shuttle is manned by about 10 people. Eventually they eject the space station and the 10 scientists stay behind along with 2 security guards. They set up basic communications and other vital systems.
