While not good on carries they're still my favourite kind of boots. Even when they're broken the move speed and armour is really good, but the out of combat health is the icing on the cake for the supports who can supply their own mana pool/aren't very mana hungry.
With the recent buff to Lion's hex with 2.5 seconds at level 1 maxing mana drain second is totally legit and lets you always have mana, so with tranquils you get to roam forever and never return to base. Biggest problem is the level 11 mana issue. With Lion's base stats+stat growth at 11 he has 676 mana. Assuming he has full mana for a fight and a 4-1-4-2 skill build, he spends 125 on hex, 170 on spike, and 420 on finger.
This leaves him with -39 mana, and now everyone knows why I cry tears once I hit 11 as opposed to the level 6 feeling of being able to kill anything on the map because you burst higher than the average health pool.
