The floating fortress is an artificial island equipped with airplane landing strips, helicopter landing pads, missile launch pads, several decks to the storage of air transport and personnel, two decks dedicated to housing battleship size guns, five more decks dedicated to storage, and a submarine docking port beneath.
The entire island is held above water by a specially engineered foam that is incapable of being burned and not water absorbent. It contains alternating layers of this and a similar foam that reacts to the air by swelling up, similar to foam used to stop gas leaks from the tanks of some high end cars.
It can be towed by any group of two dozen good ships, and is anchored by several lead blocks that can drop down a full kilometer below the surface, attached by chromium steel cables.
Now the one cost about 4/5 of the Teleri military budget, so don't go crazy on me about how I can't afford it or something like that. I've also made sure not to use any technology that goes beyond the realm of modern science.
Telar will be selling them at 30 billion (USD equivalent) a piece, with room to negotiate on price should you prefer to pay with technology or resources. This is a real steal for all intents and purposes, especially since we all seem to have infinite money anyway and this thing puts aircraft carriers to shame.
