Dead Rangers have biotic upgrades.  I won't go into detail, but they've got some advanced stuff.  That an they use top of the line gear.  Referr to my OP for pics, but ignore the antennae things on Dead Ranger helmet.

In other military related stuff, research is also put into have a reactive armor that is matte when not being shot at with lasers, and reflective when being shot with lasers.

Optical implants allow for several different view modes that can and will detect heat as well as assissted targeting for those hard to hit targets.
