Y'all know little about Gravitanium Reactors.  They can be very compact.

To lift your airships though, the standard GMPT reactor will have to be custom-built to fit scale (x23.6) and then you'd need four of them.

The total cost for that is 68 billion dollars (not vauzjeks).

I'd say not worth it.  With a larger mass of Gravitanium, then it depletes exponentially.  You'd probably be better off using gasoline since you recently "got out of" debt.

If you're comparing Hera to Earth, you might take note that there isn't really an 'OPEC' on Hera. We still have hundreds of years worth of petroleum on Earth. Everyone's just fooled by greedy OPEC.

Erinaum will interrogate them first.  If they are not threatened off, then they face jail sentences.  If they continue after their second imprisonment, then they may be executed.  Erinaum plays by a three-strike rule when it comes to that.
