Civilians living out in rural areas have reported the death of lots of their neighbors, gunfire and the sound of screaming sounds. A metal plate was found in the wreckage of a shop with SKYLINE 1-1 printed on the side.

Not participating in this thread, however I don't see that as powergaming. Civilians aren't exactly armed with military gear, especially in rural areas. Would not be that difficult killing civvies like sheep. Like Blazer said, when you get shot, you generally scream, and then if you aren't dead, they kill you. Not seeing it as powergaming.

What if swat wanted his citizens to take up arms and try to defend their neighborhood?
They don't necessarily have to report it, there are other options, and swat should decide that
