That won't stop them.  SM-IIs use laser guidance as a backup system.  Hooray for Swat wasting all his money on a nearly useless project.

You think that you can fry a rocket flying at Mach 2 or higher?  You'd have to create an enormous amount of energy while flying in front of or in VERY close proximity of it if you're using flares or electromagnetic energy.  Also, wtf is a laser screen?
It would be tough to fry the rocket itself, but he could fry the explosive's circuit so it couldn't explode, or actually trigger it from afar so it's not as dangerous.

If 200 pounds hits a jet at mach 2.6 (incoming rocket speed for SM-II series' slowest rocket against a stagnant object), you'd be screwed either way.  It detects if its circuits are working as it is flying.  If it notices that it doesn't have the ability to explode, it will boost and aim for the heat signatures (engines)  In such a short time, the pilot would be unable to notice this small change and would lose his engine.  Thing is, SM-IIs work off of more than 5 targeting systems at once.

1/2 scenarios down. But what if he triggers the explosive using the EMP and blows the rocket before it reaches his plane?

Then either he still gets hit by shrapnel from the rocket and still takes damage/gets destroyed or he escapes the missile.  Another missile will be shot anyways.  The problem about using that EMP is that it would also fry the systems of the plane that fired it, and the systems of all nearby planes, whether friendly or not.
