Considering how many references and such are crammed into the game, getting it approved for other countries would take a long time. So once the rights were ready in the US, they launched it. And they will launch it elsewhere once those pass, too. You can still have Americans gift you it... Well, you used to. May or may not still work. Seems unintentional.
