If you resold your Blockland key for $10, Badspot would deactivate it. Selling Steam accounts is against the Steam rules. This is not a new idea. Allowing the person who purchased the used game to purchase the full game for a discounted rate is actually a blessing on Sony's part, you may still be able to get used games for cheaper than the full title. The only person who it hurts is the person who, in my opinion, is fully in the wrong: the reseller.
