if you have like 2500 stacks of gravel you're willing to fill an entire planet with, yes.
oceans can't be siphoned with the matter manipulator

You can't drain oceans, but by covering it up with blocks, sealing off an area, and removing it, it removes the water.

just a heads up, don't explore on the server unless you're looking for a place to make a base, or are actually planning to stay on the planet for a while. terrain generation lags the entire server.

also, if you're just joining the server so you can do a mission that has fps issues you in sp... don't. sorry, but it's the same issue as exploration.
