Very well, a recruitment center will be construct, and act as an, "embassy," of sorts.  However, a training center would be vital, as it's good to expose new recruits to a variety of different environments.  Is it not possible the center could be built away from any civilization?  Like, in a forest out of audible range of any cities/towns?

Zenith starts development on different kinds of missiles, and researching various chemical weapons.

The weaponized shuttle prototype has been weaponized, weapons will begin after refueling at the ISS.  A small section of the moon that is uninhabited has been chosen for testing, small targets have been set up as well as large ship replicas with trackers inside to test targeting systems.

Zenith starts production of anti-missile satellite defenses, from external or internal attack.
Zenith plans to make a sort of "shield" around earth using these, and will destroy any missile loaded with a warhead automatically, including Zenith's own missiles.
If any country has a problem with this, we will discontinue the shield project, but still have missile defenses in orbit.

Ok, the government of Zenith discontinues the program, but still continues work on satellite missile defenses, but lesser in scale, and just for Zenith protection.
Zenith starts explores the possibility of using airborne diseases in a missile.
Increase of factories is urged in Zenith cities, and stealth aircraft are being researched, and supersonic commercial, as well as military jets are being explored as a possibility.
Boarders are opened up completely, allowing almost anyone to enter Zenith and get a job. Through a checkpoint of course.

Construction begins with deforestation of a small area of approx. 4,000ft² where Erinamese officials approve.  Afterward, facilities will be constructed and fencing will be installed, warning signs will be placed around the facility to warn any hikers/travelers of the danger of being harmed by live munitions.
