Orion has changed their plans and wants to use their WIP rockets to go to Venus! We want to set up a small research base for the possibility of terraforming Venus. These modifications to allow the rocket to sustain high pressures will extend the planned finish date to 2030.

Well because in Communism, there is little to no money system, the government controls all of the wealth.

Yes, and that would be beneficial to transporting large loads of stuff at high speeds across space, and HTAU would have no problem with enlarging current designs.  Miniaturization, however, is not as easy.  The information for which is not disclosed to non-HTAU members.
