I think it really comes down player skill and how you use the frames.

So today I ran into two Stalkers, and got both the Hate and Dread blueprints. Did I just get ultra lucky, or..?

Also I got the thunderbolt mod from a defense mission reward, which has been pretty awesome on my Paris. :)

Ultra lucky. Took me 6 or so stalkers to get those. But 5 of those were in one day so lol.
