Okay, lets look at both these games and try to be unbiased.
CoD is a game I like to play on rare occasions, I have Black Ops 2, I've played CoD 4, MW2, WaW, MW3, Black Ops, and Black Ops 2. The games don't feel any different at all. The most game changing thing through it all was the addition of being able to customize your kill streaks, other than that there have been practically no changes besides graphics.
As for GTA I've played GTA 3, Vice City, GTA 4, and now GTA V. Each were very different, the only real consistency is the whole deal that you're a criminal and wreaking havoc, there are tons of changes between the games, not just a few like the CoD series. This is not to say I dislike either game series but it's the truth and it's why CoD gets the stuff it does, because they come out with a new one with practically the same graphics and just a different look every year. It's also the same reason people tend to rip on the iPhone, sure there are differences, but they are usually minimal.
