If I see a random shootout between police and a gang or something, I can shoot at the bad guys to help them and they won't arrest me?

They will definitely start shooting at you. If you see a chase, the most you can do is ram the escapee's vehicle.

Tried it. Fire at the bad guys, police wont shoot at you. You'll be told that your a good little man and you wont get stars either, unless you stick around.
^ works vice versa too :D!
If its a car chase though, just ram the car. Its not scripted, so if you shoot, the cops will be on you then.

I've never seen one happen except for the one I killed Packie in.

Tried it. Fire at the bad guys, police wont shoot at you. You'll be told that your a good little man and you wont get stars either, unless you stick around.

That never works for me. They start shooting at me and I shoot in self defense and then 3 stars and $5000 hospital bill and ugh

I randomly passed one near Trevor's area, definitely not Packie. They were thugs, looked like some kinda gangbangers.

I think this is another shootout, those ones you cant help out with after the thugs start shooting.

The cars I saw at the shootout were neatly parked, and there was a barrier of copcars. It was definitely a scripted area.

Thugs also dropped briefcases which the cops didnt want me to pickup but I did anyway, still didn't get caught. "dont pick those briefcases up, just leave before it gets complicated."
