can you drive it around or is it stationary?

I just looked up its features. Basically, there are 12 set points the ya hit can go to. To move it there, you ask the captain to move it. Downside is it costs 25,000 to move it every time.

I completed all the GTA III missions, got stuck in Vice City on the handicapped chaosmeter level that is almost literally impossible, and I'm now playing through San Andreas and I must say that people are right by saying that this is the best game out of the three.

how?

step 1: stand in front of where you buy rebreathers at the gun store
step 2: have the VIP change your outfit to what you want it to be
step 3: enter the menu where you purchase the rebreathers, then exit out of it
step 4: have the VIP change the outfits back to "none" and the outfit should stay.
step 5: save it

note: the special bulletproof vest saving is kinda broken. if you save it, the slot will be deleted for some reason.

they removed the ability to save the vip/bodyguard outfits. you can still put them on, but that's a no-no to saving them

im nice and all and I let everyone in the gta online session get on my boat but then you have the jealous forgeters who try to bombard you with jets only to be introduced to the yacht's missle defense system LOL

Got the yacht, nothing too special. The game got boring again pretty fast, the same thing over and over again.
