For some reason I can't play GTA IV because Social Club won't allow me to log in. I have an account and it has been verified and everything but it still won't let me log in so I can't play it.

You only get banned if you've been flagged, and even then they investigate your account and cache your game files. GTA 5 has no anti-cheat system other than reports and red-flags that appear when you do illegal things, such as give yourself lots of RP or Cash. You should be safe.

Also, there's been conflicting reports on whether Rockstar actually bans you if you have re-textures, considering there are numerous mods out there re-texturing the game.

Nope, automatic ban. I didn't have a single file in my Rockstar files. The menu I used doesn't put a file into the game, it injects a DLL

Just seen this, the Rockstar ban system is hit and miss big time. It's almost as if they arbitrary choose users and hit the ban button
