I'm guessing we're getting confused here.

There are two types of Military Jet in the game.
- The P-996 LAZER
- The Hydra

The LAZER is the jet fighter based off of the F-16C, and other similar planes.
The Hydra is the VTOL jet fighter based off of the Harrier 'Jumpjet'.

The LAZER can only be acquired from Fort Zancudo, where it is stolen, and can not be purchased.
The Hydra can only be acquired after completing a Humane Labs Heist setup mission, and then purchasing for $3,000,000.
Kickflow's friend likely meant they had purchased the Hydra, and it's not surprising they cheated to earn it, because $3,000,000 is very expensive.

Alternatively, they may have meant that they purchased the Besra.
The Besra is a Military Fighter Training Jet, but has no weaponry. It can be purchased for $1,150,000.
