Can it crush players in a tumble or ski vehicle? I assume that they can't be destroyed, won't there be weird collision glitches or will it just cause the player to rocket out the map and into the stratosphere?

No, there will not be weird collision glitches, since the Elevator "searches" for objects in its path instead of waiting to "collide" with them.

Can you set how many bricks there are in between each floor? (Like starting from 5, or something like that)
If no, will you put that feature in?

Yes.
Floor height is composed of 2 things:
Height of Elevator platform (from 1 plate thick to 5 bricks thick)
Height of passenger bay (where players stand, can be 5 bricks thick to 20 bricks thick)

I still think you should have it keep them on the elevator as It decends through water.

It's easier to let water carry them up, they'll only just float up when the elevator stops anyway.
