I think support for those without the client is a good idea, but very time consuming. It's one of the limitations of most CRPG mods.
Once I get further along in progress, I'll consider adding support for people w/o the client mod.  But for now, it's either you have the client mod or you don't get to enjoy the features.  You can still wander around clueless though lol.

Is there a demerit system in this?
There is but not like most CityRPGs.  When you commit a crime it will be added onto your felony charge.  So when (or if) you get jailed your sentence, given in minutes length not ticks, will be calculated based upon what charges you have against you.
IE: 10 Minutes for Assault, 5 Minutes for Pickpocketing, 20 Minutes for Battery, 1 Hour for Murder, and so forth.  Length may vary if I find a length that's fairer.

Always, always add support for people who don't have the client.

But will cops be punished for breaking in random doors? It was annoying in regular CityRP to break down a door with a baton and get demerits for breaking and entering or something, because the criminal was hiding in a friends house who wasn't wanted. If a criminal is inside a lot, cops should not be punished for that.

You need a search warrant to break it down, and you can only warrant wanted people.

Search Warrants are a great idea.  The gist of what I'm reading is that cops will be able to file a search warrant on a house, but if they try to break into and search a house without a warrant they will become wanted.

No, we have to make it realistic.

Instead of becoming wanted, they should have a paid leave.

I think someone smart and of high importance should issue warrants, obviously it wouldn't make a lot of sense, but if a mayor issued warrants then you could go into houses you thought were suspicious.

Maybe have a Chief of Police rank within the Police "group".  The Chief would be able to approve search warrants.

But what if a criminal hides in someone elses house? Will cops be able to break down doors if the criminal is in someone elses house?

Yes, but they'll have to ask nicely first.

(By that I mean get a search warrant for that house)
