The process makes little sense, daisy gardens is a much safer place than Donald's dock. It seems off.

daisy garden's is actually safer than donald's dock, but the tasks are a pain in the ass, especially the obtain a key to daisy garden's from a legal eagle or mingler task and SBHQ factory task.

cog levels in daisy gardens aren't that different from donald's dock, they both share the according cog levels:

3, 4, 5 and sometimes 6. it depends on the cog that's roaming most of the time.
