From my understanding it isn't that simple. You have to understand that botnets(Forgive me for wrong terms) are sending packets from several different systems. I'm not talking about ten either. Each have their own IP address, but that doesn't mean the owner is aware or at fault. Hopefully I'm not feeding you false info.

Adding onto that, botnets tend to be run through computers infected with viruses. That means there can be countless computers unknowingly contributing.
