They can explore all they want.  They just have people that don't want them there and may attack them.

Our Scouts come back from their journey. Stormlands decides to send troops in boats to pillage the hostile tribes. We send a force of 3570 men. Including archers, and Man at arms.

They move at 30 miles per day on boat, men in well condition but a small shortage of food that isn't very significant.
