If your playing pacman for glory and your matched with Rosalina you have two options, fight out the match like a manly man or wimp out and complain
about how good someone is good at a certain character. With luigi you had options, greater options than any other pacman player would. So instead of doing short hop to fireball maybe you should try something else than racking damage with a stuffty special.
And don't even think about downb luigi unless you want to throw the game.

pacman has his no endlag dash attack, sideb, launching the hydrant (whether or not this is a good move is beyond me, i don't use pacman), throwing the weird upside down jello packet / galaga ship thing / key, etc
idk where you got the short hop fireball because i don't do that, nor do i main luigi.
i am still just asking how to approach her as luigi (WHEN she has the star, it's just like doing it to any other medium range character otherwise), not "how do i win every match against roslaina as luige??"
