And there isn't. The process has been streamlined the most it could (at least, in the free ways you can do it) but it's still more of a hassle than it should be. At least, in comparison to Linux, where in most cases, you can just do 'pacman -S some-awesome-desktop-environment' and select it from your display manager, find a nice theme online and throw it in a folder. If you want that level of customization on Windows, you'll need to get an entire different shell, which can sometimes forget up your system, and not many updated ones are available.

I know, and I have used several different DE's and WM's in Linux. However, in Windows I have never changed my shell or anything like that. I was simply referring to the ability to change your theme in Windows.

And while switching shells in Windows cannot compare to the ease of X window system desktop environments, I still think it's cool that it's possible.

Because you don't have the ability to use anything other than explorer.exe in Windows. Linux is objectively more customizable.

Alright, I just looked back at my first post and I just noticed that I worded it badly. I meant that people who say that Windows has bad customization are wrong. I was in no way saying trying to say that Linux is not more customizable.

Sorry for the confusion.
