The Garrison of Nazgar after training extensively is proving itself superior to other garrisons in war game type stuff that Avalonia begins doing to entertain the masses.  Due to this, the Avalonian Council has decided to centralize the military.  Each garrison will send a representative to Nazgar for military training (both physical and strategic) and then sent home as commanding officer of his garrison.  A few years ago, such a move by the council would be impossible to enforce, but the effectiveness of the Garrison of Nazgar and the growing power of the Avalonian Council are making the matter much less difficult.  The military is also going to be institute a meritocratic rank system nationwide and work in systems of tens in which one man (him appointed by the council) will command ten below him, each of which will command ten below him, and so forth and so on.  Each group of ten is to train and operate under its head in peacetime and in combat, and order and discipline are to be strictly enforced.

A fire of unknown tears through Nazgar shortly after the various garrisons have received their representatives back and destroys large swathes of Nazgar's wooden houses and log wall.  Reconstruction efforts are under way with more fire resistant materials such as brick and stone.  Many houses are rebuilt with brick, but Nazgar's wall is being repaired with wood at first, but slowly replaced with stone as more building materials become available and more masons are lured in from elsewhere with the promise of good pay.  Nazgar is remade in a more organized way, with straight, cobblestone streets forming something more like a grid than what existed before.  Around three hundred died as a direct result of the fires and the temporary displacement it caused.

Erinamese traders begin to complain to some lower public officials about travel times between towns and places in the mountains.  Additionally, connecting a trade route with the nearby Tsekēnaum is proving difficult, as Bēlänese peoples are preventing passage through the area.

To solve at least some problems, solid stone roads will be built to connect towns and other places of interest.

The gold that was found is bought out by the government from the prospectors that found it, in return for sizeable plots of land in the Vålderesk countryside, and mean protection from the State.  Preparations to store the gold that is mined are made.  A large underground storage area is made to store it in the form of cubic blocks with interlocking tops and bottoms, with indents on the inside for carrying.

Zēnian raiders burn down acres of northern farms at the Erinamese frontier.  Local nobility begins to beg to go to war.

The monthly meeting of the Assembly takes place, and they discuss a few things. However, a notable thing they discuss is the need to centralize the government to its more rural areas. This is usually planned out by reinstating the local governments and strengthening the economy, as the west is largely rural and not-centralized to the Atenisian government and its morals. They also discuss the need to strengthen trade routes internally and externally.

Discussions of the actions that are necessary to take control of one of the oldest forts in the nation, Ισχυρή προστασία (a fort that doesn't really live up to its name, as scouts report), that uses hired mercenaries and bandits to do the will of the controlling (now) ex-Legion nobleman. These ideas are presented to the higher house, the Council, where they immediately tell the elementary Consul-General that he needs to take a plentiful force of 750, well-trained Legionaries (1/4 bowmen/horseback, 1/4 spear/javelin, 1/2 medium-armored bronze swordsmen) to take back the rouge noble's fort (and his controlled areas).

In other military news:

The Legionaries are trained as the best they can be. The new elementary-general is now inserting reforms into the Legion, primarily in what age that soldier has to be (now under 45), the disbandment of the requirement to purchase their own armor (which was slowly abolished from the installment of the Atenisian Council), and the elimination of any citizen social class in the military (which was nearly abolished, except for the "habit" of poorer folk to have lower ranks and the richer folks to be the leaders): everyone was equals at start, unless of course they trained to be an effective officer or have proven themselves in battle. Mostly all ranks are kept the same, and the establishment of a more stricter doctrine, which declares order, training, and discipline as the primary "key words" of the Legion, is installed.

The Ateni legion marches up to the small fort, and instantly, unexpected enemy archers begin firing arrows into the columns from towers. General Avilius orders 1/3 of the foot soldiers to go around. the other 2/3 begin a frontal assault. They sustain casualties from arrow fire as their own javelinmen pick off the archers. The criminals inside prove no match for the Ateni soldiers and they quickly rout. The enemy leader puts up an ok fight before perishing. 300/360 barbarians are killed.

Ateni forces lose 267/750 men. A rather close victory thanks to the command of Avilius.

All dead soldiers, in which the criminals were not in fact so, are given proper burials.

The local government is quickly re-installed with a better leader who is loyal to the Atenisian Council and its country's constitution.

Caprica

Government:
Meritocracy
Representatives from the many Craftsmen guilds
Head(s) of state: I'm too lazy to update this
Prominent government members: None atm
Capitol city: The white city of Marblemount
Intentions of your government: To create the most marvelous works. Explore their surroundings, and expand into them.

Made up of many city states, ruled by the most prominent guild in that area who are then ruled by the elected head. The people of Caprica are not war like, and so for that reason do not have a very large standing army. However, those who wish to serve can join the border patrol units, or the royal guardsmen who protect the many city states. Capricans focus on crafts, more than war (Though crafting beautiful armor and weapons is common), with a small portion of the guild community interested in science and math.

Military:
Royal Guard: 1700
Border patrol: 1500

Royal guardsmen are wearing hardened leather, fur lines the inside to make it comfortable. Over the leather is a soft cloth tabard with the kingdoms colors, gold and blue. They wield large wooden tower shields and long spears with bronze tips, they also have a club for close quarters, and some have short bows. More like police officers, they are trained soldiers but not meant for combat. Spread throughout the kingdom to keep the peace in the many city states that make up Caprica.

The border patrol are mostly made of cavalry. They wear light leather armor, they are also issued a thick wool cloak for warmth. They wield a short bronze sword and a small leather buckler, they also have short bows. Better at scouting than actual combat, first warning for any intruders.

Can I start around here?
I'd like to have that mountain and some of that lake under my control

Erste begins developing ships, both for naval combat and for trade. Hopefully, this will help us expand our borders.

Virlinde: Citizens began falling and dying for no apparent reason (City drinking water poisoned). About 2,400 people perish before the problem diminishes.

The population of Virlinde has been dealt a staggering blow, and with no clear explanation for the sudden outbreak of death the citizens begin acting out of fear and desperation. Productivity grinds to a halt. The sense of dread blanketing the city is almost palpable.

King Caleb quietly leaves the throne room and returns to his quarters, left alone to contemplate the suffering that has befallen the capitol. Were the falling stars we saw that day meant to spell our doom?

...

After much deliberation and numerous citations of isolated first-hand accounts from aristocratic citizens, the council makes the decision to quarantine a major water source. Guards have been sent to turn away any citizen that may wander near the area.

Although very little information concerning the actual cause of the perishing has been obtained, the event has kindled a new sense of health awareness within the nobles, creating a supportive environment for future primitive health studies. Religious activity across all classes has been redoubled. It takes nearly a year for the city of Roa to return to full productivity.

pardon me if i'm a little late in posting this. someone tell me if this is all okay.

Will I have to wait until the NPC placement is done before this is resolved?

ok

Expeditions on the surrounding lands spark public interest, increasing the activity of the expeditions, prospecting, and settlements in the surrounding islands. Full government support is given to those individuals who are receiving royal charters for their needs. The land claims is of Atenisia, the people who actually own them are Atenisian citizens. (I am going to stop this for now until we get NPCs).

Another port near the capital city is opened in order to ease congestion. This sees an increase in economic activity.

Legionaries are continually trained by the best of the best. Order, Discipline, and Brethren is hammered into their heads. They must work as a cohesive unit in order to successfully attack and defend, and with that, they must listen to their officers.

In other news, nothing bad is going on except the occasional bandit raid on rural farms and villages, which are usually handled by the well-trained Ateni-Guard, or by a called in Legion force.

Also, early sightings of men on horseback who patrol the borders and scout out any internal or sometimes external problems who call themselves the "Royal Stability Patrol" is seen. The King, rather amusingly, turns down any questions about them.
