Um, yes they can.  Though Atenisian citizens, they are subservient to Albiton.

They're providing benefits that they are not obligated to give.  The Albitonic Empire is hoping that you will provide it the technology.  In exchange, they will honor all men who took up this project.

Like, I looked up the introduction of elephants, and it was apparently at the beginning of the 4th or somewhere along those lines, so I think that for a nation that's native with the creatures, that of which Aspidis is, 455 or whatever it is now isn't too outrageous.
