There have been stories on people who have done drugs/drink/etc and stop because they don't like them, so you can't assume the sister will turn out major drinker

I understand both sides of the story here, if OP calls the cops then this massive stuffstorm comes down on the family, but yet we need the law to be enforced somehow.
