wait no, I have another solution. if it bugs you that much and you feel like you need to have so much control over her and her actions, talk to her about it.
She has a clear mindset that drinking is ok as long as your in your own property. She thinks the house is part of her property and does not care about underage drinking laws.

Please don't call the police, that's gonna bring down a stuff storm on your family that I'm sure your parents don't even want. Also, IT'S YOUR loving SISTER. I would never in a million years call the police on my sister for doing something that doesn't hurt anyone. Calling the police will turn this situation into an over complicated nightmare. Just stop being a loving pusillanimous individual and accept the fact that your older sibling is going to drink a little bit.

It doesn't seem like this is a one time thing. Apparently she and her friends drink frequently. That's worth telling your parents about I think, it's not like she's just trying it or anything.

To tell you the truth, this turned out as a fair debate. Both sides had bery good perspectives.

There have been stories on people who have done drugs/drink/etc and stop because they don't like them, so you can't assume the sister will turn out major drinker

Enforcing law =/= ruining someone's life, unless OP makes a big deal out of this (like if he gets the police involved)
