If there is no rule against it:

Serbia decides that now that it is first world and working infrastructure, the country would be best handled by Russia under the circumstance that it preserves strong Serbian traditional values within the country.

I'd say leaving your country and giving it to someone else is only okay if they're a direct neighbor of yours.
