Does the English crown have to pay my family money for the hundreds of years of serfdom that my ancestors faced? Does the Czech Republic owe me money because they forced my German great grandparents to relocate as WWII ended? German families for their ancestors' serfs? Regardless of whether or not I need it or not, is that just? I've got cousins down in Florida who've done nothing with their lives and aren't well off; do they deserve compensation money while I don't because my family's not doing bad?
If you're going to support reparations, it is unjust to say that it should only go to the worst off given that the current circumstances are not the source of reparations. If you're going to support welfare, you have only the current situation to use as a moral framework, not the bitterness of generations gone.
IDs make sense. Offer them free or for a nominal price and keep the paperwork minimal. Those that fail to take advantage of it don't strike me as really caring enough to vote anyway, or if they did, they used their free will to put themselves in a position to not be able to should what I described be implemented.
