How else would daily deals be chosen? The game developers certainly don't do it. I'm sure Valve contacts them before they make the game a daily deal, but that's probably Rockstar's only involvement in the whole thing.

assuming valve DOES require the sales, Rockstar would know that. they would have signed a contract that says they will allow the game to go on sale, if they want their game to be available on steam
it's not like they didn't know there would be a sale this summer
