if you 'finish' the quests could you just not talk to preston? i feel like they wouldn't keep piling on new quests when the current ones are still 'incomplete' but i'm not sure

You'll just have a constant reminder that you never finished a quest.

You can complete the quests but you have to run away at the exact right moment to prevent Preston from giving more. I had 3 active Minutemen quests that I cleared away like that because he would give a new one every time I completed.
