But I guess they feared players would immediately slaughter any people in raider gear from a distance??

I've been playing Fallout Shelter recently. I'm surprisingly having more fun with this than Fallout 4. It even has a survival mode which is basically more similar to NV's hardcore mode.

anyone who kills characters that look identical to npcs that are otherwise never non-hostile? that's like, normal behavior. if anyone did actually wait to see whether or not they were hostile before attacking that would be kinda weird. do you do that with every enemy you stumble upon?

I mean, I waited at the Combat Zone because things seemed different with the 3 prisoners tied up at the front, plus the fact there was speech beyond the door that I was listening to, and I was sneaking.
But out and about I typically don't hesitate to kill an obvious raider/enemy. Plus I often snipe first, so on most ocassions I might not be in range to see that they aren't hostile.

That said, I open VATS a lot just to confirm an enemies position and that tells me if they are hostile or not.

You hate fallout 4.
Almost all you ever do in this thread is complain about it.
When i asked you why you complained about it so much, you said "because it sucks",

Combat Zone is obviously different. It was introduced as though it were a real settlement and then it just wasn't for whatever reason

considering there was a bigass sign out front that said "NO STARTING FIGHTS", with another one inside and a couple dudes tied up and on display for rulebreaking, i assumed that if i didnt start anything the NPCs wouldn't either

I never actually heard of the Combat Zone through npcs.

Or rather, I personally never did. On both my playthroughs it ended up on my misc objectives, so I guess my character overheard it, but I don't recall ever hearing an npc mention it.
