Combat Zone is obviously different. It was introduced as though it were a real settlement and then it just wasn't for whatever reason
and what if someone just finds it normally?
I only heard about it from a diamond city guard, and if I remember correctly he was actually telling me to avoid it, which doesn't help
considering there was a bigass sign out front that said "NO STARTING FIGHTS", with another one inside and a couple dudes tied up and on display for rulebreaking, i assumed that if i didnt start anything the NPCs wouldn't either
it's not implausible that someone would aggro the guys outside before seeing a sign

the only reasonable way to indicate that they're friendly would be for them to look noticeably different, like zombiloin said

killing the guys outside of the building doesn't effect the guys inside
the guys inside always attack after the announcer points you out which, if you hadn't seen the signs by the time you get into the main room, you
deserved to lose out on the story

I actually find it really weird that the raiders don't have any distinguishing characteristics in the Beth games. I haven't played fallout 4 but in FO3 it always bugged me how the raiders were all just one conglomerate that had no personality. Like, I would expect some raiders to color code themselves at least, sort of like real life.

theres like, a few different raiders with little storylines which is nice but yeah I agree with that.

Like, there was the whole Talon Company thing in Fallout 3, and for some reason I can't put my finger on, they feel like the stupidest, most absurd thing ever. Like, the entire reason they were put into the game is so that the PC had somebody to fight in the core of DC. Maybe because the world doesn't have enough settlements or people to warrant a supposedly dozens strong mercenary team, or how they have practically no lore explanation as to how they got into DC or Fort Bannister. Maybe I'm just being brown town about it.

I saw some guy with the last name Chandler then had him mate with some woman. Out popped Christine Chandler. Which is what he goes by now.
