In Fallout 2 there were enclave soldiers that wore both combat armor and the T-51B in addition to the APA. Armors are usually designated with something like Advanced Power Armor Mk I or Advanced Power Armor MK II. Maybe beth decided a name change was in order to fit in with the T number designation in FO4, maybe its a Enclave prototype that was abandoned in some clandestine bunker.

I believe there will be a Steam download with the cd as an option, so yes. Sadly, the collector's edition is pretty much gone for the forseeable future.

Usually you only pay a deposit on a pre-order when you order it and you pay the rest once your pre-order is ready to pick up. As an example; if I were to pre-order the collectors edition right now I would pay a £20 initial deposit and would pay the rest of the £99.99 when I went to pick it up upon it's release

There was a $0.00 transaction on my visa for a while but I found out you only get charged with preorders once they're actually ready to ship.

my second playthrough of FO3 I did Operation Anchorage ASAP then spent the whole game crouched in the stealth suit with the shocksword and one-shotted everything
